Background
The congestion management process (CMP) is a systematic process for managing congestion that provides information on transportation system performance and on alternatives for alleviating congestion and enhancing mobility. The CMP is required by federal legislation and is governed by federal rules. Legislation requires that any federally-funded transportation project that significantly increases the capacity for single-occupant vehicles in our area has to be derived from a CMP. The Policy Committee approved the Northeastern Illinois Congestion Management System, which now functions as the regional CMP, in October of 1997.
The Northeastern Illinois Congestion Management Process
The CMP is integrated into the transportation development process. Planning, programming and project development efforts by the region’s highway and planning agencies have standardized process components that either directly investigate congestion reduction strategies or address other issues, such as air quality, that result in congestion mitigation.

Reporting
The 2006 Congestion Management System Status Report (PDF) 1.54 MB uses data collected from roadway sensors to analyze current operating conditions on selected expressway and tollway corridors. Forecast conditions for 2030 are also examined.
The 2002 Congestion Management System Status Report (PDF) 886 KB includes an evaluation of the roadway network performance in the 1990's and projects performance measures forward to the year 2020. An historical perspective of the CMS is also presented.
