It appoints an Executive Director and such standing or special committees as it may, from time to time, deem necessary or expedient. The Policy Committee considers and acts upon transportation matters presented by any agency of the State of Illinois, the federal government, any county, the Council of Mayors, any unit of local government, any planning agency, the RTA or any operator, public or private.

The CATS Policy Committee is designated by the governor of Illinois and northeastern Illinois local officials as the region's Metropolitan Planning Organization (MPO). It is the decision-making body for all regional transportation plans and programs for this area.

The Policy Committee is the metropolitan planning organization for northeastern Illinois. It plans, develops and maintains an affordable, safe and efficient transportation system for the region, and provides the forum through which local decision makers develop regional plans and programs.
