Membership
The focus of the Bicycle and Pedestrian Issues Task Force will be on enhancing the environment for bicycle and pedestrian travel. The chair of the task force is a Work Program Committee member. Membership should represent public and private sector implementors of bicycle and pedestrian facilities, users of such facilities and organizations with specialized expertise in design of bicycle and pedestrian facilities. Membership on the task force implies a commitment for regular participation and involvement in guiding the direction and decisions of the task force. Additionally, in order to be effective forum for discussion, membership should be limited to approximately 20-25 individuals. Participation by individuals not holding formal membership on the task force is encouraged and is expected to be a vital part of the overall effort.

  • Members may not miss more than two consecutive meetings and remain a member of the task force.
  • Members may name an alternate to attend in the member’s absence.
  • If an individual member can no longer participate, he/she may recommend a new member.
  • Replacements for individual members shall come from the same group type as the departing member (business, public interest group, etc.)
  • The task force must approve new members.

Charge
Identify, assess and address bicycle and pedestrian issues and provide overall guidance for the development of the bicycle and pedestrian component of the Regional Transportation Plan.

Mission Statement
To provide a mechanism for effective participation in the regional transportation planning process by agencies, organizations and persons interested in pedestrian and bicycle transportation planning and project implementation. To identify, assess and address bicycle and pedestrian issues and to recommend changes to the bicycle and pedestrian component to the Regional Transportation Plan Committee for inclusion in the 2020 Regional Transportation Plan update. To provide input to the programming process with respect to pedestrian and bicycle facilities. To develop bicycle and pedestrian Transportation Control Measures (TCMs) for consideration by the TCM Development Task Force, the Work Program Committee and the Policy Committee for inclusion in the TCM component of the State Implementation Plan.

Procedures

  • All meetings will be open to public participation.
  • All meetings will provide for public comment. The amount of time allowed for public comment will be at the discretion of the chair.
  • Meeting notes will be kept for each meeting of the task force.
  • The task force will attempt to reach consensus on all recommendations.
  • When a consensus cannot be reached, all majority recommendations will be accompanied by any minority recommendations expressed by task force members.
  • Any individual or organization may request to be on the mailing list for the task force.
  • Documentation will be produced for all analyses and recommendations.
  • Measurable objectives will be identified for each meeting.
