The ATTF will finalize the Northeastern Illinois ITS Deployment Plan and recommend forwarding the plan to the Work Program Committee. We also intend to discuss the upcoming ITS Architecture Maintenance contract, and will coordinate efforts with the Statewide Architecture and Business Plan and the Gary Chicago Milwaukee ITS Corridor Program Plan that will be held at CATS on May 25. Motorola is also planning on a presentation of new technologies related to the Vehicle Infrastructure Initiative.
AIR QUALITY AND TRANSPORTATION MANAGEMENT TASK FORCE

The AQTM met and heard status reports on the Non-Central City Park n Ride Lot programs award of a $350,000 CMAQ grant to initiate feasibility engineering for Phase 1 lot development; the submittal of a CMAQ grant application for FY 2006 by the UIC / UTC for initiation of a region wide emergency ride home program; the progress being made by CATS staff on the traffic signal interconnect inventory; and the results of the Kick – Off meeting of the working group to develop a Transportation Management & Operations Specific Plan for the region.
This kick off meeting took place on 3/29 with a review of the definition of TM&O to guide the planning process and the first draft of TM&O policies for consideration by the RTP Committee. Following these reports Professor Joseph Schofer of Northwestern University reported on the NU Transportation Center’s research of Variable Speed Limits to smooth traffic flows and improves expressway operations. Currently, NU is developing a demonstration project on this strategy with PennDOT.

REGIONAL TRANSPORTATION PLAN (RTP) COMMITTEE

A detailed presentation on NIPC’s Framework Plan was made and the public hearing schedule was announced. The Committee also received a summary of RTP-relevant findings from CATS’ Partners in Progress outreach. The Committee had an initial discussion regarding regional strategies and prioritization of capital projects in the RTP. RTA staff made a presentation on the Southeast Rail Corridor. The next meeting is scheduled for May 26 at 9:30 a.m.

TASK FORCE FOR SENIORS AND PEOPLE WITH DISABILITIES

Regional JARC Updates
Metra reported that the survey of JARC shuttles was complete and the results were finalized in March. Complete survey results will be forwarded to CATS soon. CTA reported on three JARC services they provide. The X4 express on Cottage Grove, the #147 Sunday service, and the Purple line additional two runs daily. JARC funding for these routes should last another 1-2 years. DuPage County reported that they are dispatching three different county services, along with Naperville-Lisle and Village of Glen Ellyn services. They will be adding additional taxi companies to increase their capacity. A DuPage County JARC grant may lapse if it is not awarded by July 1st. Ride DuPage staff is working on getting the local match before the county budget season in November. UIC reported that they are continuing to work with RTA to develop the internet based Transportation Information Clearinghouse.
Regional Coordination Updates
Kane County is considering a taxi access program. McHenry County reported that they were finishing up their transit plan and they had a Paratransit subcommittee which is working on the issues of transportation for the disabled, seniors and homeless. The McHenry County Public Transit Authority will be having an open house on May 24th to present the results of their planning efforts. Lake County is investigating the structure of other county coordination committees to decide how to best formalize their own structure, with some support from the Lake County Board. Work, Welfare and Families reported holding meetings in Elgin, Aurora and Waukegan to identify service gaps. They are using CNT's “transit-opoly” method to identify local transportation priorities.
Regional Human Services Transportation Plan Discussion
FTA is interested in promoting the Framework for Action human services transportation planning process in a metropolitan area and offered to work with CATS to do that. A subcommittee was formed to define what should be included in the region’s human services transportation plan. The first task will be to review plans developed in other regions.
The next task force meeting will be held on June 21, 2005 at 1:30 pm.
