The ATTF is finalizing a draft of the Northeastern Illinois ITS Deployment Plan Update focusing on finalizing the project listing and setting the stage for the Systems Engineering phase of the implementation process. The ATTF will present the ITS Plan Update to the Work Program Committee in the April meeting.
AIR QUALITY AND TRANSPORTATION MANAGEMENT TASK FORCE

BICYCLE AND PEDESTRIAN TASK FORCE

At its most recent meeting, the Bicycle and Pedestrian Task Force is expected to discuss a proposed Regional Pedestrian Safety Initiative, the proposed 2006 bicycle and pedestrian planning work program, and the Illinois Childhood Obesity Prevention Consensus Agenda. The Task Force is expected to request that CATS seek designation as a “Lead City” for pedestrian safety, facilitating resources to be allocated to the problem, and that CATS endorse the “Safe Routes to Schools and Parks” item on the consensus agenda. The Task Force is also expected to discuss the Palatine Willow Corridor and the upcoming Soles and Spokes Workshop on Real Intersection Design.
CMAQ PROJECT SELECTION COMMITTEE

The Project Selection Committee will review the status of several projects to ensure they are making adequate progress. The Committee will also consider scope and cost changes to seven projects. Finally the Committee will consider whether adequate funds are available to program four additional projects for FY 2005. The Project Selection Committee recommendation on these four projects will be reported to the Work Program Committee for action, if necessary.

REGIONAL TRANSPORTATION PLAN (RTP) COMMITTEE

The RTP Committee completed its year-long debriefing of Shared Path 2030 by approving a response to the Policy Committee’s request for comments regarding proposed financial planning and prioritization options for the 2030 RTP. The RTP Committee directed that this response should be presented to the Work Program Committee for their review prior to forwarding to the Policy Committee.

TASK FORCE FOR SENIORS AND PEOPLE WITH DISABILITIES

Claire Bozic reported that it unclear whether there will be a discretionary JARC program in FY 05. Currently there are only earmarks, but a discretionary program could be announced any time. Heather Tabbert reported that the Kane County Paratransit Committee is considering a taxi subsidy program. The funding source for the program has not been identified. Claire Bozic reported that McHenry County was successful in passing a property tax referendum to fund senior services. Kane County will have a similar referendum on the ballot in the fall. Eric Weakly reported on the activities of the Lake County Coordinated Transportation Services Committee. Recently, the committee participated in a legislative forum held by a number of Lake County social service agencies. The main subject of this forum was paratransit transportation. Mary Beth Clark reported on the series of meetings Pace held with their paratransit partners.
The Task Force discussed providing testimony to the Paratransit Subcommittee of the Mass Transit Committee for Northeastern Illinois. The committee agreed that it was important not to miss this opportunity. The draft testimony was discussed, and most comments involved additions to the text.
Claire Bozic gave a brief description of the UWP process, schedule and the contents of the three draft UWP proposals that will fund the task force work. The proposals are for a Paratransit Funding Database Update, Human Services Transportation Plan, and the standard request to fund staff for the Task Force for Seniors and People with Disabilities.
The next task force meeting will be held on April 5, 2005 at 9:30 am.
