ADVANCED TECHNOLOGY TASK FORCE

The task force was presented with a framework for developing the ITS Deployment Plan, including a vision statement. The basis for the framework was the region's Strategic Early Deployment Plan. The Plan will include a recommended project list and an action plan to support the region's ITS goals.
The task force was also presented with an overview of the Statewide ITS Strategic Plan and Architecture Project that IDOT is undertaking. The State is working with each of the MPOs to develop their individual ITS Architectures, which will be under the umbrella of the Statewide Architecture. IDOT is offering technical support to MPOs, as well as hosting workshops to bring the stakeholders together.
The results of a three-year study by the CTA on using archived track circuit occupancy data to improve service reliability and cost efficiency of rapid transit were presented. An update of Chicago's Smart Corridor Modeling and Screening Methodology to help prioritize the implementation of ITS projects on Chicago's arterials was given. The task force was updated on recent improvements to the GCM Traveler Information System and on the status of several transit ITS projects.
AIR QUALITY AND TRANSPORTATION MANAGEMENT TASK FORCE

July 13, 2004 (TDM Annex Working Group)
The TDM Annex Working Group, charged by the Illinois Terrorism Task Force's Transportation Committee with developing a demand management strategy for private employer implementation as part of the Chicago Evacuation Plan met and selected the following strategies for development: Shelter in Place, Telecommute, Staggered/Delayed Departure, Ped/Bike, and advanced rideshare planning using the SharetheDrive system. TDM objective is to manage chaos during a major incident. A key plan element will be communications of directions to the private sector from the emergency management center. The next meeting of the WG is scheduled for September 16, 2004. If you have questions please contact Jose Rodriguez, project manager.
BICYCLE AND PEDESTRIAN TASK FORCE

At its June meeting, the Bicycle and Pedestrian Task Force discussed the implementation of Context Sensitive Solutions by IDOT. Questions by the Task Force focused on which projects would be affected, the applicability of the process to on-going project studies, the timeframe for implementation, and the question of how the cost of alternatives would be addressed if they weren't properly considered in the programming process. The Task Force also heard a presentation by Pace Suburban Bus Service regarding Pace's efforts to strengthen its market by improving pedestrian and bicycle access. Pace discussed support for transit-oriented design, including the pedestrian environment, as well as efforts to provide connectivity to bicycle transportation. The Task Force also heard a presentation by the City of Chicago to develop a "Chicago Trails Plan." The Chicago Trails Plan is an effort to update, with a broader scope and more sweeping vision, the city's "Bicycle Facilities Development Plan." The Task Force learned that The Chicago Trails Plan updates the status of facility development efforts with more detailed information about potential facilities. The proposed plan also develops a series of trail loops in the City for transportation connectivity and recreation. Connectivity with suburban facilities and facility plans was discussed, along with mechanisms for sharing information to encourage additional connectivity. The Task Force also heard a presentation by the suburban staff of the Chicagoland Bicycle Federation regarding the implementation of bicycle and pedestrian plans in the context of a local agency highway project now being studied. The presentation alleged a lack of knowledge regarding approved local and subregional plans, as well as serious shortcomings in the public participation process. The Task Force directed staff to investigate mechanisms to improve mechanisms for plan implementation, as well as to clarify the ability of people interested in pedestrian and bicycle transportation to be involved in project studies. The Task Force also gave direction to staff regarding future Soles and Spokes Workshop training opportunities.
At its July meeting, the Task Force is expected to review the bicycle and pedestrian elements of the 2030 Regional Transportation Plan and review the status of bicycle and pedestrian planning throughout the region.
CMAQ PROJECT SELECTION COMMITTEE

A staff-developed recommendation for the FY 2005 CMAQ program was discussed; the staff proposal was approved for submission to the Work Program Committee. A program mark of $91 million was adopted. A timetable for the annual project review was agreed upon. Two cost increases were approved.

The Communications Division gave a report on Partners in Progress meetings that were held in South Holland, St. Charles, Wheaton and Winfield. More than 300 members of the Chambers of Commerce from these and surrounding communities heard presentations on the Regional Transportation Plan, the Transportation Improvement Program and the CREATE Plan, and filled out questionnaires about their transportation needs and issues.
The Task Force also reviewed the newly-designed CATS website prior to its being uploaded, considered a list of possible guest speakers for its meetings and heard a report on the annual transportation poster contest for children in grades K-6.
The June meeting was cancelled. The next meeting is July 28.
REGIONAL TRANSPORTATION PLAN (RTP) COMMITTEE

The RTP Committee met and, following consideration of a recent complaint to the Policy Committee regarding the approach to "de-briefing" Shared Path 2030, concluded that the discussions were, in fact, beneficial to the 2030 RTP update process. The committee agreed to continue the de-briefing discussions as originally planned.
The meeting included a presentation by NIPC's Common Ground staff highlighting their recent "cluster workshops". Following the meeting there was a more thoroughgoing presentation to those interested in participating in the "regional synthesis" that will be a component of the regional land use framework plan.

TASK FORCE FOR SENIORS AND PEOPLE WITH DISABILITIES

Eric Weakly described the Northeastern Illinois Area Agency on Aging (NEI AAA) involvement with the beginnings of a coordination effort in Lake County. A perceived lack of resources has inspired a grassroots effort to find solutions to the transportation problems of seniors and people with disabilities. There have been two meetings, attended by legislators, Pace, County staff, County Board, mayors, and others. Claire Bozic described a meeting she attended in McHenry County. The county received grant money to fund a public transportation planning process, and senior and disabled issues is one part of the plan. The effort is headed by the McHenry County Highway Department and the McHenry County Economic Development Corporation. The county hired Multisystems to do the work and is doing a survey of providers at this time. Russell Pietrowiak gave a report on a two-day meeting sponsored by FTA in April that he attended. The meeting will be held in many locations across the country and addressed ADA issues.
Russell Pietrowiak gave an update on CATS data collection efforts. CATS has received the license plate file from the Illinois Secretary of State's office and mapped the disability plates. Staff suggested trying to get more Council of Mayors Planning Liaisons interested in actively pursuing senior and disabled transportation issues. The next meeting date is Tuesday, August 3, 2004 from 9:30 am to 11:30 am.
