AIR QUALITY AND TRANSPORTATION MANAGEMENT TASK FORCE

The Task Force was provided a report on the progress of the Regional Non Central City Park n Ride Lot development program. The program is on schedule to provide a system of lots using CMAQ funds. Subsequent to this meeting staff reported to the Working Group guiding this effort that preliminary locations have been identified
Progress on the Share the Drive carpool and vanpool program's public acceptance using the new Ridematch 21 internet software was reported. Currently, over 3,000 individuals are registered in the carpool or vanpool database. A 2003 annual report was presented for review.
The Task Force reviewed the proposed policy, program and strategy investigation areas for the TM&O Specific Plan development.
Other reports made to the Task Force pertained to projects of air quality benefit, PM 2.5 boundary update, ozone non-attainment status, non-motorized travel as an AQTM strategy, and best work place practices.

Students from IIT presented a class IPRO project on cargo-handling. Ms. JayEtta Hecker from the Washington office of the GAO discussed the GAO's report #04-165, "Freight Transportation: Strategies Needed to Address Planning & Financing Limitations." Col. Gary Johnston, Chicago District Commander of the US Army Corps of Engineers presented on "Local Government Assistance through the USACE."

REGIONAL TRANSPORTATION PLAN (RTP) COMMITTEE

The RTP Committee continued its "de-briefing" of Shared Path 2030 with discussion of critiques received of the public involvement and plan development processes. The Committee heard a presentation on CATS new "Partners in Progress" public involvement plan and its relationship to the 2030 RTP update process. The Committee also discussed the role that "safety" and "security" should play in the RTP, concluding that expanded treatment of safety planning is desirable but that the RTP should not be offering regional policy guidance in the area of security planning at this time.
