4. FY 03 Unified Work Program

Action Requested: Approval to send the draft UWP
to funding agencies.

The UWP Committee, at a meeting on April 5, recommended a constrained $13.1 million program for FY 03. The UWP Executive Summary is attached for Work Program Committee review. Assuming WPC approval, the draft program will be sent to the funding agencies and project review agencies prior to being submitted to the Policy Committee for endorsement in June.

5. FY 2001-2006 TIP Changes

Action Requested: Approval of TIP Changes

Fund source, year and cost changes have been requested. The TIP changes are available here. All approved FY 2001-2006 TIP changes will be incorporated in the proposed FY 2002-2006 TIP
6.  Conformity Determination

Action Requested: Release of conformity documentation for public comment

Scope changes in the Dan Ryan (I90/94) expressway reconstruction project have been proposed. The changes involve operational and safety improvements. The changes necessitate an analysis of the air quality impacts before the TIP can be amended. The analysis indicates that the proposed changes keep the region within the established mobile source emission budgets and thus in conformity with the State Implementation Plan for air quality. It is proposed that the conformity documentation be released for a public comment period of April 27 through May 27.
7.  Federal Certification Review
Steve Call
A U.S. Department of Transportation review of the MPO planning process in each metropolitan planning area is required at intervals not to exceed three years. Our last review was in 1999. The Committee will be briefed on the desk audit and upcoming steps in the review process.
8.  CATS CMAQ Project Submittals

Action Requested: Recommendation of Policy Committee approval of submittals by CATS staff for the FY 03 CMAQ program

CATS staff has submitted two project proposals (enclosed) for consideration in the FY 2003 CMAQ program. The project submittal forms are included. Policy Committee approval of the submittals will allow the proposals to be considered by the CMAQ Project Selection Committee with all of the other applications received for FY 03 CMAQ funding.
9.  Northwest Corridor Transit Study Status

A status report on the project will be given.
10.  Bicycle Commuter Challenge

The Bicycle Commuter Challenge is a weeklong event that encourages people to try bicycling for at least part of their commute to work. This year’s challenge will take place May 17th to 24th. The competition is based on the percentage of an agency’s employees who use a bike as part of their work trip at least once during the challenge week. Last year CATS won the competition among WPC member agencies. We would like to challenge the WPC agencies again this year. Information is enclosed.
